What is it?
条码指挥中心（Enterprise Edition） — 集中 映射、内部标签、未知复核、变更历史。生成/治理/打印/审计条码；库存为唯一事实来源，不在此改 stock qty。
何时使用： 新供应商条码映射、未知扫入复核、LP 生成、重印标签、解析规则草稿。
Who uses it?
应该使用： WMS 条码管理员、仓库主管、有 barcode management 权限的 Office+WMS 协调员。
不应使用： 仅 floor 扫货员（floor 扫；治理在此）。

Starting conditions
模式行： Normal Mode + 库存为唯一事实来源。条码管理仅负责生成/治理/打印/审计。
KPI： Active mappings / Active rules / Active label bindings（页面加载后填数）
快捷：

How do I use it?
Tab：映射（Mappings）
- 选 映射 tab。
- 筛选 All governance status 或 draft/pending_approval/approved/active/…
- Search → 表：ID、Source、Product、Ratio、Governance Status、Action。
- 新建映射 开草稿对话框（流程内 保存 / 确认）。
- 点行 → 右侧 Operational status panel — Select a mapping row to view verification status and floor context.
- 行 action：activate / approve / reject 等（依状态，标签见 zh
wms.barcodeManagementV2.*）。
Tab：未知复核（Unknown Review）
- 选 未知复核。
- 筛 status：new / under_review / awaiting_approval / invalid / quarantined / closed。
- Search 列表：Raw、Status、Resolved Mapping/Rule。
- 选行 → 侧栏 Select an unknown row to see suggested Inventory matches.
- 操作：创建映射草稿、映射到现有产品、创建解析规则草稿、标为无效 等（UI 英文 key 对应中文见 i18n）。
- Approval / Activation Modals 区走治理确认。
Tab：内部标签（Internal Labels）
- 管理 carton/pallet/rack label_binding。
- 重印标签 / 确认重印 — 仅 active binding。
- 重新贴标（停用 + 创建生效绑定） / 确认重新贴标。
- 生成托盘条码 — batch LP 标签。
Tab：变更历史（Change History）
- Load history / authority Refresh Authority。
- Rollback Active (selected) — 主管回滚。
- 读 Recent authority events 与 Change history table（变更前 → 变更后）。
冲突区
- 页上 Conflict Warnings 面板 — 有冲突时先处理再 activate。
Common situations
- draft 行不可 floor 用直到 active
- Only active bindings can be reprinted.
- 冲突盒 blocking activate
- 与 CSP 托盘规格 联动：related workflow 阻断直到 profile ready
Expected result
- 映射 governance = active
- floor 扫 supplier 码 resolve 到正确 SKU
- 未知行 closed 或映射已建
- KPI active 计数增加

- 不要在此改 库存数量
- 不要 skip 未知复核直接 floor 硬扫
- 不要 active 映射到错误 SKU（先 Test / 相似条码侧栏）
- 不要用 Office Inventory 当第二条码 authority
