创建并发送采购订单（PO），并在 WMS 收货台启动/继续收货，完成「采购 → 收货」闭环。
Who uses it?
应该使用： 采购员（建 PO）、WMS/收货主管（收货台）。
不应使用： 客户门户用户。
How to reach this workflow
PO 编制：/po（[internal — not public]
收货台：/wms/receive（[internal — not public]
注意：根目录 [internal file] 不存在 — NOT IMPLEMENTED
Starting conditions
需要先具备： 供应商（related workflow）、产品 SKU（related workflow）；WMS 收货需 WMS 权限。
注意： 发 PO 前需选供应商、至少一行 SKU+数量。
How do I use it?
A. 手工建 PO（/po）
- 打开 Purchase Orders（
/po）。
- 选择 Supplier（供应商下拉）。
- 填写 PO 头信息（日期、参考号等，按页面字段）。
- 在明细表添加行：Add row。
- 每行填 SKU、Quantity（及单价等页面列）。
- 点击 Save draft（
#save-draft-btn）保存草稿。
- 过程：Saving… → Saved.
- 确认无误后点击 Send to supplier（
#send-supplier-btn）发送供应商。
- PO 进入可收货状态（具体状态标签见 PO 列表）。
B. WMS 收货台（/wms/receive）
- 打开 Receive desk（
/wms/receive）。
- 标签：PO Queue / Receive Queue / History。
- 在 PO Queue 找到目标 PO，打开详情抽屉。
- 点击 Start / Continue Receiving（
#btnStartReceiving）开始或继续收货。
- 需要现场扫描时，用 Open Floor Receive (PWA) → 跳转
/scan/*执行层（related workflow/019）。
- 收货完成后在 History 核对记录。
Common situations
- 仅 Save draft 未 Send
- Send 后去 WMS Start / Continue Receiving
- 继续上次未收完的 PO（Continue Receiving）
- Profile 不完整时 PO 可能带
is_profile_incomplete标记（输出层限制，不阻断生成）
Expected result
- PO Saved. 且列表可见
- Send 成功无 Send failed
- WMS 能 Start / Continue Receiving 且 History 有记录
Why might it stop?

What not to do
- 不要访问不存在的
[internal file] - 不要在未 Send 的 draft 上指望仓库收货（除非流程允许 draft 收货 — 以页面状态为准）
- 不要跳过 WMS 收货直接改库存

Supervisor notes
PO Send 后改行需按公司政策（Rebuild/取消）；收货短缺走 SHORT_CLOSED 等 WMS 生命周期（见 related workflow）。
